Lack of basic services such as clean water, food, electricity, and telecommunications was a complete breakdown in social organization, difficulty in disseminating information, feelings of insecurity and health problems by lack of water and trash removal problem.
This produced a declaration of disaster area all Concepci�n Province , and effected a curfew to prevent public disorder
