The municipality of San Francisco, built on January 22, 1995, has a deep history, since in 1884, 1886 and 1887 Franciscan missionaries foundations complete a series of mission in the entire basin of Lake Maracaibo. Since the seventeenth century, when Maracaibo acquires administrative autonomy under their domains are the territories of the Maracaibo plain. When creating the district Maracaibo on 16 October 1869, the territory of the municipality of San Francisco today remains a foreign municipality of the capital city.
From a socio-cultural, San Francisco has an identity that while much has maracaibera, also has some elements very own and this is due to the presence of a contingent of German population that left their mark on the local culture. From the economic standpoint, this town known for its traditional agricultural activity in so-called "barbecues"
