Neira was founded in 1842 by a group of settlers from Antioquia , among whom historians point to Marcelino Palacio, Manuel Holguin, Holguin Pedro, Carlos Holguin, Jose Arango, Cornelius Marin, Manuel Grisales, Antonio MarĂ­n, Elias Gonzalez and others.

The tribe Carrapas that covered much of the North today is Caldas, Colombia, was the owner of the land the current municipality of Neira.
