The January 12, 1954, Governor Miguel García Sánchez created the town of Montelibano by decree No. 0810, consisting of the districts of Ure, Juan José and its surrounding villages. The first mayor was Mr. Gabriel Marchena Amell, who took office on January 18, 1955, and the first council was signed by eight members. In 1958 was created the first Departmental Assembly of Córdoba and later in 1960 the deputy Luis Felipe Doria Hernandez presented a draft ordinance repealing the decree that created the town of Montelibano, reducing it back to township, like Planeta Rica , with ordinance passed and signed by Governor José Jiménez Altamiranda.

But on November 22, 1960 was approved by Ordinance 26 Pupo Abel Morales, who rose to Montelíbano again as a municipality. The territorial and economic life Montelíbano legal positively changed some fundamental aspects such as: Increased trade and wealth driven by the opening of roads, exploitation nickel and rapid increase of its population, has been affected by the subdivision their territories in three different municipalities with the separation of Puerto Libertador , La Secluded and San José de Ure , as new municipalities losing an important agricultural, mining and population sector.
