Cumbal was erected as a Municipality by the Departmental Assembly of Nariño in 1911, by Order No. 053 of the year. On January 2, 1924 the City Council passed the No. 10 Agreement which was expropriated by the council of Cumbal seventy hectares of land where the new population would settle; Rivers of Juvenal Alvarez who then acted as Mayor promoted the construction of the new town; Burbano doctors and Samuel Benjamin Chavez acted as contractors to raise the level of the city and Mr. Virgilio Ramirez was responsible for the layout of the streets.



Civil foundation of the new population data dated July 20, 1925 when the Deed No. 128 was held, in which the Municipality awarded land for housing construction, public works and other city services; the same day the lot from the main square was opened and the first stone was placed Palacio Municipal.
