ublic, civil and ecclesiastical powers settled. The Assembly of Valle del Cauca hit the hamlet of La Balsa to the category of municipality, Ordinance No. 12 of March 31, 1919 giving the name of Alcalá. After 126 years of having church, was first sent a priest of the Diocese of Cali named John Nicholas Montoya in December 1920.

The first mayor was begun in about 1921 after the assembly department twice sent to a thousand dollars to do it. The first mayors were: Francisco Mazuera Camilo Montoya, Anacleto Valencia, Joaquín María Córdoba, Camilo Arana, Quintilian Well, Ramón Montaño Franki and Bernardo.
