Indian tribes, the town was moved to the place now occupied by the village of El Bohio. In 1575 the Spanish King Philip II recognized the foundation and distinguished Melchor Velázquez as Governor and Captain General of the Province of Choco.

Thirteen years after its construction in 1587, on orders from the same founder is relocated again a mile westward, leaving in its place today. The main reason for this move was the lack of water in its previous location.

In 1632 Toro receives the status of municipality, then including the current territories of the Union , Ansermanuevo , Algeria and Versailles .

Some centuries later, in 1811, Toro is allied with the cities of Cali , Ansermanuevo , Cartago , Buga and Caloto forming the group of Confederate cities of the Cauca Valley . This alliance was aimed at the involvement of these populations in the Colombian independence process.
