Indigenous communities were the first inhabitants of the territory that today makes up the town of Toro. With the arrival of the conquerors was also populated by Afro-Cubans. Its foundation date is required on 3 June 1573 by Captain Melchor De Valdenebro Velázquez in the present department of Chocó .

The new town took the name of Our Lady of Consolation Toro because most soldiers who participated in the foundation came from Toro (Zamora) in Spain .
