Once filled the requirements of rigor proceeded to request the creation of the new municipality to the Departmental Assembly of Bolívar, a project led by Mrs. Otilia Pardo Ariza Department Deputy Conservative Party and the honorable Senator Rodrigo Barraza Salcedo. The project was submitted to the three regulatory debates on 20, 22 and 23 November 1984. In the first two debates votes necessary for approval is not reached and it was necessary to resort to the liberals in the Duma Departmental representatives for the project was approved at the meeting on 23 November. And so as the Departmental Assembly through the No 021 Order of November 23, the town of Santa Rosa del Sur was created, being president Alejandro Arrazola Carrasquilla Assembly and Secretary General Guillermo Ceding Arroyo and was enacted on December 6 1984 by the then Governor of the Department of Bolívar, Matzon Arturo Figueroa and Government Secretary Edmod Happy Perez.

Mr. Antonio Maria Burgos González, was the first Mayor of the rising town of Santa Rosa del Sur, appointed by decree of the Governor, was in charge of the destinies of the town of Santa Rosa for 18 months and then was appointed the Lord Gonzalo Ariza. Popular as first popularly elected Mayor Mr. Theodule Roa Roa was for the period 1988-1990.
