Guamal and references to General Luis Carlos Turriago. Its first mayor was Mr.
Pepe Caballero, who arrived when it had not yet built any housing. San Carlos
de Guaroa began in municipal life on August 20, 1961, being created as such by
Ordinance 12 July 7, 1961. The township was founded under the auspices of
General Luis Carlos Turriago the request of Carlos Diaz Pinilla and with the
participation of Mr. Victor Canas, Jose Conde, Angel Del Vasto, Gonzalo
Gutierrez and Carlos Pinilla. Its first mayor was Mr. Leonidas Prada Caicedo
and from 1973 the Agrarian Fund was established. The first Mayor by popular
vote was Mr. Carlos Eduardo Diaz
