During the November Uprising in 1831 Telšiai became a sanctuary for Polish–Lithuanian partisans fighting the Russians. Revolutionary government of insurrectionists was formed as well as schools for preparation of military officers and non-commissioned officers were opened. During the Uprising in 1863 Telšiai was one of the main centres of Uprising in Samogitia since forces of insurrectionists massed here.

In the end of 19 century Telšiai started to grow. Its work began firemen team, pharmacy and theater were opened. In 1908 the very first Lithuanian concert - performance was organised.

During the years of Lithuanian independence, 1918 to 1940, Telšiai grew rapidly. Several girls'
