Since the war, South Ossetian and Russian officials have made a number of unsubstantiated claims that the Georgian Army was responsible for killing 1,400-2,000 South Ossetian civilians. Human Rights Watch and European Union investigators in South Ossetia have subsequently accused Russia of exaggerating the scale of such casualties. All sides sustained casualties, with Georgia accounting for the greatest number of military casualties with 170 confirmed dead or missing.
Since the war, Georgia has maintained that Abkhazia and South Ossetia are under Russian occupation and remain, legally, part of Georgia. Georgia has gained much international support for this position although attempts at limiting international access to and enforcing an economic embargo of the two break-away regions have produced mixed results
