The "Lancheros" have gotten into the habit of charging different prices depending on who the identity of their passengers. Known foreigners are often asked to pay 20Q, and obvious tourists (people with luggage for example) are told to pay 25Q. I would advise ignoring the requests for 25Q and just pay with a 20Q bill. Do not bother arguing with the operators, unless you are with a group. Just pay and walk away
