San Pelayo was founded by Antonio De la Torre y Miranda on May 6, 1772. By Ordinance No. 43 of 1923 totals town of Bolivar and in 1951 by Nine Act creating the Department of Cordoba, San Pelayo went to this new jurisdiction.

Before the arrival of Don Antonio de la Torre y Miranda was a settlement called Cacagual name that originated in the richness of cacao, the fruit of much interest to the Spanish. Her first foundation was made on the left bank of the
