Two years passed until February 25th of 1831 the attorney went to the Prefect of the Department of Central and Eastern passed the request to Cure Envigado Fr. Jose Joaquin Escobar to surrender reports on the desirability or otherwise of the new erection. Escobar was an enemy of the project and gave as a reason that a short time before the creation of three new parishes segregated its jurisdiction:Titiribi , Amagá and Guaca ( Heliconia ). There were new petition to the Bishop Garnica with adverse response. The case went to the City of Canton for study and this entity was against. And so, it seemed that all doors are closed at itagüiseños aspirations for a very positive achievement. However, all was not lost. The case went ultimately to the Canton of Medellín ombudsman who considered it adjusted to reality and suggested the desirability of the new creation.And so on 24 December 1831 the prefect Francisco Montoya and his secretary Mariano Ospina Rodriguez Itagüí party rose to parochial district. On 1 April 1832 he was appointed as the first mayor Mr. Francisco Velez.
