But Pedro de Puelles , founded Villaviciosa of the Conception of the pastures, in the Alto de las Cruces, in the first decade of June 1537 , which was destroyed by natives.  In 1540, Ypiales, was the capital of the Pastures province. 1580 "there was no trace of Spanish foundation". 

In 1615, Don Juan Caro, informs the council of Pasto, leaving "raised twelve houses forming the town of Ipiales and twenty inhabitants."  In 1713, Fray Juan Verdugo, "reorganizes the population, encourages education and agriculture" .

The tradition says that the foundation was in 1585, by Andrew Moreno clerics and Diego Zuniga Bermudez, (at the time were in Pasto), "who moved the people of the hill Puenes the site now occupied by the city" as publication in 1927, this is considered an error by historians  The name San Pedro Martir of Ipiales was given to the parish, not the town.

Independence

The libertarian vocation manifested ipialeños of the October 6, 1809, when he participated with ipialeños, and comarcanos tuquerreños against the royalists at the Battle of Tarabita Funes, "where the first blood was spilled for the freedom of America ". On September 7, 1810, signed the Act of Independence of Ipiales and region.  On November 5, 1822, is sacrificed national heroine Antonia Josefina Obando, by the royalists, opposite the chapel of the scale.
